The hub may or may not have rubber "O" rings, but it spins easily and does not leak. The assembled dimensions are provided, and the reel can be placed against the wall with the handle sticking out approximately 23 1/2". There are versions available with wheels at a higher price, but the top handle makes it easy to move around.
